Hand Sanitisers are a liquid based product used to decrease infectious agents on the hands. Formulations of the alcohol base types are preferable to just hand washing with soaps and water.

Australia and international hand hygiene guidelines recommend alcohol based sanitisers and hand washing with liquid or vegetable soaps are the best method for removing microbes.
